Where things stand

• US-Russia talks: US Army Secretary Dan Driscoll is holding meetings with Russian officials in Abu Dhabi about a proposed plan for ending the war in Ukraine, a US official told CNN.

• Diplomatic push: The meetings follow days of talks in Switzerland, where American and Ukrainian officials negotiated the plan, which was authored by the US with input from Russia and Ukraine.

• Sticking points remain: Ukrainian leader Volodymyr Zelensky said he would discuss “sensitive issues” in the proposal with President Donald Trump, whom the White House said is “optimistic that a deal can be struck.”

At least six people killed in Russian strikes on Kyiv overnight

Firefighters carry a body outside a damaged residential building following Russian missiles and drones strikes in Kyiv on Tuesday.

Russia launched a fresh attack on Kyiv early Tuesday after a night of missile and drone strikes that killed six people and wounded at least a dozen, according to Ukrainian authorities.

The assault on Ukraine’s capital targeted residential buildings and civilian infrastructure in several districts. A nine-story building was hit in the Dniprovskyi district, causing a fire to break out. Two people were killed, including an 86-year-old woman.

Tymur Tkachenko, head of Kyiv’s military administration, said four people had been killed in the city’s Svyatoshynskyi district and accused Russia of “deliberately targeting civilian infrastructure and housing.”

After a few hours of calm in the city, sirens sounded again around 5:30 a.m. local time as Russia launched a second wave of cruise missiles towards Kyiv, according to CNN producers in the city.

The southern region of Odesa was also under attack by drones, Ukraine’s air force said.

In Russia’s Rostov region, three people were killed and 10 wounded in a Ukrainian attack, according to Governor Yuriy Slyusar.

US and Russian officials hold Ukraine peace talks in Abu Dhabi, source says

Ukrainian President Volodymyr Zelenskyy shakes hands with US Secretary of the Army Dan Driscoll in Kyiv on November 20.

US Army Secretary Dan Driscoll held meetings with Russian officials in Abu Dhabi on Monday about a proposed plan for ending the war in Ukraine, a US official told CNN.

Driscoll will continue the meetings into Tuesday, the official said. It’s not clear who is part of the Russian delegation, but Driscoll is the most senior member of the American delegation excluding any diplomats, the official said.

The meetings are meant to lay the groundwork for higher-level engagements in the future, the official said, adding that the Russian delegation is attending with President Vladimir Putin’s approval.

Driscoll’s meetings with Russian officials follow days of intense diplomacy in Geneva, Switzerland, where US and Ukrainian officials negotiated over a 28-point proposal that Secretary of State Marco Rubio said was authored by the US with Russian and Ukrainian input.

Ukrainian President Volodymyr Zelensky said Monday that the new proposal now contains “fewer points than 28, and many proper considerations have been taken into account in this framework.”

The Ukrainian delegation returned home from Geneva and “reported on the new draft of steps,” Zelensky said. “This is indeed the right approach. I will discuss sensitive issues with President Trump.”

The Kremlin has not said much about the US plan, but Putin has said the US proposal “in principle, could form the basis for a final peace settlement.” He added that the version of the plan seen by Russia is “in line with the discussions” at the US-Russia summit in Alaska earlier this year, but it’s not clear whether that version has held up following days of meetings between the US and Ukraine.

Parts of Ukraine's capital face power cuts, water disruption amid ongoing assault, mayor says

Ukraine’s capital Kyiv is experiencing power cuts and disruption to water supply in some areas amid an ongoing Russian assault on the city, according to its mayor.

More Russian drones are approaching the city, said Tymur Tkachenko, head of the city’s military administration.

“Enemy drones are currently approaching the city. Air defense systems are operational,” Tkachenko said. “At the same time, we continue to receive reports of the consequences of the attack in several locations.”

In the city’s Pecherskyi district, an apartment building has reportedly been damaged, Tkachenko said.

Meanwhile, Russia is carrying out a “massive combined attack” on Ukraine’s energy infrastructure, according to the country’s ministry of energy.
