The US is promoting a “peace” plan in Ukraine, and Zelensky is buying weapons and natural gas
Euro-Atlantic puppet, Ukraine’s president, V. Zelenskyy, now has in his hands Trump’s plan for ending the war in Ukraine, as yet another piece in the dangerous puzzle being played out for the division of war spoils amidst dangerous imperialist rivalries, which daily caw of destruction and war.
The Telegraph has, for the first time, revealed the full content of the secret plan discussed between the US and Russia for ending the war in Ukraine.
According to the plan,
- Ukraine and its allies – “including the US” – would de facto recognize Crimea and the eastern regions of Donetsk and Luhansk, which constitute the Donbas region, as Russian, even if a large part of them is still controlled by Kyiv.
- At the same time, the two sides would share the regions of Kherson and Zaporizhzhia based on the existing line of contact, essentially solidifying the current front lines. The text also stipulates that the Ukrainian army would be limited to approximately 600,000 members, with significant cuts to some of the most powerful military capabilities Ukraine developed during the war, including long-range weapons used for striking targets within Russia.
- Furthermore, NATO would commit not to send troops to Ukraine, while European fighter jets would remain in bases in countries like Poland, creating a zone of reinforcement and deterrence around Ukrainian territory.
The plan, as published in the British newspaper, is as follows:
- Ukraine's sovereignty is confirmed.
- A comprehensive non-aggression agreement will be concluded between Russia, Ukraine, and Europe; all outstanding issues of the last 30 years are considered resolved.
- Russia commits not to invade neighboring countries, and NATO commits not to expand further.
- There will be a Russia-NATO dialogue, mediated by the US, on security, de-escalation, and economic cooperation.
- Ukraine will receive credible security guarantees.
- The Ukrainian army is limited to 600,000 personnel.
- Ukraine incorporates into its Constitution that it will not become a member of NATO. NATO states that it will not accept Ukraine in the future.
- NATO will not station troops in Ukraine.
- European fighter jets will be stationed in Poland.
- US Guarantees: -The US receives compensation for providing the guarantee. If Ukraine invades Russia, it loses the guarantee. If Russia invades Ukraine, all sanctions are reinstated, recognition of the new borders is revoked, and a “decisive military response” is activated. If Ukraine launches a missile at Moscow or St. Petersburg without cause, the guarantee is canceled.
- Ukraine can become an EU member and receive temporary preferential access to the European market.
12. Ukraine Reconstruction Plan:
a. Creation of a Ukraine Development Fund (technology, data centers, AI, etc.).
b. Joint reconstruction and operation of the Ukrainian natural gas network.
c. Restoration and rebuilding of cities and settlements.
d. Infrastructure development.
e. Extraction of minerals and natural resources.
f. Special financing package from the World Bank.
13. Russia – economic reintegration:
a. Gradual lifting of sanctions.
b. Long-term US-Russia agreement on energy, resources, infrastructure, AI, data centers, and rare earth mining projects in the Arctic.
c. Russia's reintegration into the G8.
14. Frozen Russian assets of $100 billion are directed to Ukraine's reconstruction, with the US receiving 50% of the profits. Europe adds another $100 billion. The remaining frozen funds are released. The remaining amount goes to a US-Russian investment scheme for joint projects — the goal is to create interdependence to reduce the risk of a new conflict.
15. Creation of a US-Russian working group for security and implementation of the agreement.
16. Russia legally enshrines a non-aggression policy towards Europe and Ukraine.
17. US and Russia extend nuclear control agreements (e.g., START I).
18. Ukraine remains a non-nuclear state.
19. Zaporizhzhia: The nuclear power plant operates under the IAEA; electricity is shared 50%-50% by Russia and Ukraine.
20. Educational & Social Measures: Programs against racism and intolerance in administration and schools. Ukraine adopts EU regulations for religious tolerance and the protection of linguistic minorities. End to discrimination in media and education for Russians/Ukrainians. Rejection and prohibition of Nazi ideology.
21. Territorial arrangements:
a. Crimea, Luhansk, and Donetsk are recognized as de facto Russian, even by the US.
b. Kherson and Zaporizhzhia freeze at the line of contact (de facto recognition).
c. Russia abandons other agreed-upon parts it controls outside the five regions.
d. Ukraine withdraws from the part of Donetsk it controls. This zone becomes a neutral demilitarized area, internationally recognized as Russian. Russia will not enter the zone.
22. No party can change the new territorial boundaries by force; security guarantees are canceled in case of violation.
23. Russia will not prevent Ukraine from using the Dnieper; there will be agreements for the free transport of grain in the Black Sea.
24. Humanitarian Committee:
a. Exchange of prisoners and bodies “all for all”.
b. Return of all detained civilians, including children.
c. Family reunification program.
d. Measures for war victims' relief.
25. Ukraine conducts elections in 100 days.
26. Full amnesty for all sides; no future claims or prosecutions.
27. The agreement is legally binding; it will be supervised by the Peace Council under Donald Trump; violations entail sanctions.
28. The ceasefire takes effect as soon as both sides withdraw to the agreed-upon points.
The plan, which until today had remained “locked” in diplomatic channels, is characterized by European governments as “capitulation to the Kremlin” and “forcing Kyiv to accept faits accomplis.” According to the newspaper, the plan is a personal initiative of US President Donald Trump and is based on a series of commitments and restrictions imposed directly on Ukraine, as well as significant concessions to Moscow.
