The order to restrict Ukraine's access to a critical military satellite communications system came from inside the White House, according to a Reuters exclusive published Thursday. But while the report identifies the origin of the instruction, it leaves a more consequential question unanswered: who authorized it, and was President Donald Trump aware of the decision?
Reuters, citing two U.S. officials and a Western official briefed on the matter, reported that Pentagon leaders received a message directing them to slow the Starshield service used by Ukraine's military. The officials did not identify the White House official responsible for the decision or the person who implemented it.
